BACOLOD CITY—A former barangay (village) captain wanted for the bloodbath in Silay City that left four barangay officials, including a 16-year-old Sangguniang Kabataan (SK) chair, dead and three others wounded,threatened to commit suicide if police would arrest him.

Geodith Gallego, president of Silay’s Association of Barangay Captains, said he had talked to Noel Ayalin, 48, through his cellular phone on Monday morning to appeal to him to surrender.

“He told me that if the police came to arrest him, he would commit suicide before they could get him,” said Gallego, who was also ABC president when Ayalin was barangay captain.

Ayalin would not disclose his whereabouts, Gallego added.

“There (seemed) … to be (no) … remorse in his voice,” he said.

On Sunday morning, Ayalin, 48, barged into a council session in Barangay Kapitan Ramon and fired a .45-cal. pistol several times, killing SK Chair Imee Occeña, 16, and Councilors Luzviminda Cotamen, 45; Freddie Juno, 58, and Pedrito Orocio, 52.

Barangay Chairman Ramon Celebre, 45, and Councilors Salvacion Corugda,42, and Lenny Leorca, 34, were wounded and brought to hospitals here.

Ayalin might have been driven into a frenzy when barangay council members were asking him to liquidate P1.2 million in barangay funds.

Residents had said he was infuriated when the old Canter vehicle owned by the barangay was retrieved from him on Saturday.

Gallego said he tried to convince Ayalin to surrender, saying the lives of members of his family were in danger, and that his surrender was needed for peace to be restored.

A massive police hunt continues for the suspect. “He is considered armed and dangerous,” Senior Superintendent Allan Guisihan, Negros Occidental police director, warned on Monday.

The police have secured the three survivors at two Bacolod hospitals, as well as the family of Ayalin who might be targeted for retaliation by relatives of the victims, Guisihan said.

Celebre underwent surgery on Monday to have the bullet taken out while Corugda had one badly damaged kidney removed.

Leorca had to be operated on on Sunday after a bullet grazed his liver. He might have to undergo another surgery.

Interior Secretary Jesse M. Robredo ordered the Philippine National Police (PNP) in Western Visayas to exert all efforts to arrest Ayalin.

“The department highly condemns the brutal killing of the Kapitan Ramon barangay officials and will ensure that the lone suspect will be put behind bars. The police should immediately apprehend Ayalin and file appropriate criminal charges against him,” Robredo said.

He directed the police to protect the families of the victims and implement measures to prevent retaliatory attacks that could result in more violence.

Robredo urged local officials to exercise extra caution in the performance of their functions, especially in the fight against corruption.

Lawyer Ferdinand Panes, legal officer of the Department of the Interior and Local Government in the region, said the vacancy in barangay positions could be filled up in accordance with the rule of succession governing barangay officials.

BHUBANESWAR, INDIA - Indian police arrested four men on Friday suspected of being part of a mob of protesting workers who burned alive a steel factory manager in the country's east.

About 30 men were believed to have poured petrol over the car of the deputy general manager of the GKW-owned plant, Radheshyam Ray, before setting it on fire around lunchtime on Thursday.

GKW had recently announced lay-offs at the plant in the eastern state of Orissa, and 59-year-old Ray was held partly responsible for the decision, local policeman Ajay Kumar Sarangi told AFP by telephone.

"Four persons have been arrested Friday. The search is on to nab the rest of those responsible for the murder," he said.

Ray was taken to a nearby hospital in Titlagarh town, 425 kilometres (260 miles) west of the state capital Bhubaneswar, before being transferred to a better equipped hospital in the region.

"Ray was brought in dead with 90-percent burns," Usharani Das, a doctor at the second hospital in Balangir city, told AFP.

GKW is a mid-sized steel group with an annual turnover of $14 million (S$17.76 million) that supplies steel to industries including carmaking.
