MANILA, Philippines—“Our warehouses are full. We are swimming in rice.”

This was the report of Lito Banayo, the newly appointed chief of the National Food Authority (NFA), a day after President Benigno Aquino III charged that the Arroyo administration overimported huge amounts of rice that were left rotting while hunger stalked poor households.

Banayo said that some P100 million worth of rice was imported before President Gloria Macapagal-Arroyo stepped aside, even though the country, the world’s largest rice importer, was already flooded with the commodity.

“This is another case of a midnight deal,” he said in a Malacañang briefing Tuesday.

Banayo has asked the Department of Justice and the National Bureau of Investigation to help probe Mr. Aquino’s revelations in his State of the Nation Address (SONA) on what he described as wasteful and criminal large-scale importation of rice.

The investigation of Mr. Aquino’s exposé, rice smuggling and other anomalies would be part of the “systems and management audit” of the NFA, he said.

The audit team, headed by commodities expert Jesus Posadas, would trace the “paper trail” and gather evidence so charges could be filed in 30 to 45 days against the culprits, Banayo said.

“We should put a stop to this climate of impunity,” he said.

Mr. Aquino cited the overimportation of rice in his laundry list of anomalies perpetrated by the Arroyo administration in his first SONA before the joint session of the 15th Congress on Monday.

Evidence insufficient

Twice, in 2004 and 2007, the previous administration imported rice in volumes seven times more than the amount needed, leaving the rice to rot in warehouses and the NFA saddled with a P177-billion debt, the President said.

Banayo indicated an apparent trend of overimportation of rice in the past administration, but conceded that the evidence was insufficient to file charges against culpable officials, hence the audit.

He disclosed that the government issued a permit to import some 20,000 metric tons of rice estimated at P100 million through the government-owned Philippine International Trade Corp. (PITC), in late April or early May this year.

The shipment has started to arrive in San Fernando City, La Union’s Poro Point, he said.

“Why did they have to issue an import permit when they were well aware that the market was flooded with rice?” he said.

“One of the problems here is that traders would approach politicians to secure import permits even though they’re not into importation. They’re just agents of somebody else. So there’s a commission there,” he added.

This year, the NFA allowed private companies, such as accredited cooperatives and traders, to import special varieties between 100 and 1,000 tons through the PITC.

2.45 million tons

This had been projected to bring the total rice imports this year to 2.45 million tons, higher than the 1.77 million tons purchased last year and the 2.4 million tons in 2008, according to reports.

In November and December last year, the Philippines tendered 2.05 million tons of white rice from abroad for this year’s supply. Rising prices forced the NFA to buy only 1.82 million tons for delivery until June this year.

Apart from the warehousing problems, Banayo wondered why the Arroyo administration decided to purchase more rice when the world market prices were higher in 2009.

The government ordered 100,000 MT at $480/MT on Nov. 4, 2009, and an additional 733,000 MT at $664.90/MT on Dec. 15, according to him.

“That’s why we need to study if our system of importation is right.”

Banayo has no estimate yet of the volume of rice left to rot due to the overimportation of the commodity. “That’s why we need a systems audit,” he said.

Oversupply in market

The NFA under the Arroyo administration wrote the Vietnamese supplier Vina Foods to put off the shipment due in April 15 for Aug. 15, according to Banayo.

Banayo said he himself wrote Vina Foods Tuesday morning to further hold the shipment until Sept. 30.

“If there is any proof that our warehouses are filled to the rafters, these documents are,” he said, showing reporters some documents. “We’re bathing in rice.”

The sale of rice by NFA has slowed down from 200,000 bags a day a month to 126,000 bags a day, also because of the oversupply of rice in the local market.

“We don’t face any shortage up to December. In fact our inventory in the NFA is good for 57 days, and our inventory in the households is good for another 25 days; the inventory in the industry is good for 28 to 29 days,” Banayo said.

Barring any storms that could wreak heavy damage to crops, the government expected to reduce its importation of rice next year, he said.

Sen. Loren Legarda Tuesday said she would ask the Senate to investigate Mr. Aquino’s claims. Rice Watch and Action Network, a coalition of farmers and NGOs, also called for an investigation of “a grand theft” of the people’s resources.
